Agriculture is the foundation of the national economy in our country. The cultivated land is the most basic production material in the development of agricultural production. In China, the less per capita arable land area, the lack of knowledge and technology of most famers and the excessive use of fertilizers not only increased the cost of agricultural production, caused environment pollution, but also affected the quality and safety of agricultural products. This research, took Xiangxi Autonomous Prefecture Jishou City as the research area, combined information technology and soil testing and fertilizer recommendation technology, applied ArcGIS, county cultivated land resource management information system, county soil testing formula fertilization expert system, adopted analytic hierarchy process, dissimilar subtraction method of soil fertility, to establish large scale of arable land resources management information system to evaluate farmland productivity of Jishou City, also built large scale soil testing formula fertilization expert system to accomplish target yield prediction and fertilization plan recommendation of middle rice, corn, rape, ponkan. Main research conclusions are as follows:(1) Making large scale arable land resource management unit with high spatial resolution remote sensing image. to establish the large scale arable land resources management information system and soil testing formula fertilization expert system to make sure exact fertilization unit in each field and to improve the fertilization recommendation accuracy effectively.(2) Building large scale arable land resource management information system and farmland productivity evaluation model, to divide cultivated land of Jishou City into seven levels according to the provincial level of soil fertility. The total cultivated area is 22860.02hm2, including level I land 2195.40hm2, which accounts for 9.6% of the total area of arable land; level II land 2345.09hm2, accounts for 10.26%, level III land 3321.67hm2, accounts for 14.53%, level IV land 2989.43hm2, accounts for 13.08%, level V land 3130.46hm2,accounts for 13.69%, level VI land 4069hm2, accounts for 17.80%, level VII land 4808.98hm2, accounts for 21.04%(3) According to the farmland productivity evaluation results, used fertilization model with experts'experience to make target yield prediction and suitability assessment of each crop in all plots of the study area, designed the fertilizer formula and recommend fertilization scheme. Fitting out each crop recommended fertilization scheme, the main fertilizing formula series are:rape 15-12-13,12-8-10; middle rice 12-6-7,15-7-8; corn 12-7-6,18-10-12; ponkan 17-9-7,18-12-10.(4) Applying modern information technology to send fertilizer scheme recommended by county soil testing formula expert system to farmers via text message, wechat quickly and accurately; therefore reaching the goal that farmers are direct users of digital soil testing formula fertilization expert system.
