Agriculture is an important social issue involving the national economy and people’s livelihood,and has been widely watched by the country and the public.Since 2004,the national central 1 document has been focusing on the "three farmers" for 13 consecutive years,making it a practical concept for green,safe and sustainable development.In 2015 on the fifth plenary session of the party 18 proposed to speed up the transformation of the mode of agricultural development and improve the quality of the agricultural efficiency,competitiveness,make the agricultural modernization progress more obvious pay more attention to the innovation mode of operation,improve the efficiency of agriculture,increase farmers’ income.In countries in 2007 no.32 file is put forward: "developing specialty horticulture economy,speed up the construction of tarim fruit producing areas and tuha basin,the ili river valley,the characteristics of north slope of tianshan mountain fruit base".The survival,growth,walnuts are easily adaptable,with high economic value and ecological value,is helpful for increasing farmers’ income to get rich,environmental protection,and with the national policy of returning farmland to forest.Farmers,however,because of its own technical limitations and motivated,abuse of chemical fertilizers,pesticides and other planting process,lead to soil structure change,soil organic matter decreases,the pollution of water quality,coupled with the frequent extreme climate of walnut farmers to bring the management risk of growing,how to improve the benefit of walnut industrial advantages are to be considered.Practical investigation,this paper combined with system analysis,first of all,the walnut planting patterns in nanjiang area and division,to the present state of development of walnut and walnut industrial development the analysis of existing problems.Then from the scale advantage and production advantage,quality advantage of division of walnut industrial development superiority is analyzed.Then by using analytic hierarchy process(ahp)and principal component analysis(pca)to know walnut under different planting patterns of ecological,social,economic and other comprehensive benefits are analyzed;Using the three stage DEA-Malmquist method is calculated under different planting patterns walnut industry in technical efficiency under the restriction of resources and environment,and with the method of graphic on the technology of nuclear agricultural farmers cognition and demand as well as to the technical promotion evaluation are analyzed.According to the results put forward the corresponding measures.Study found that:(1)through the actual survey of walnut farmers found that division of walnut farmers planting patterns in plain garden planting patterns(H1)and walnut-red-cotton planting patterns(H4),walnut-wheat(H2)and walnut-wheat-corn(H3)intercropping mode is less,in minority herd in walnut-wheat(H2)and walnut-wheat-corn interplanting mode(H3)in the majority.(2)pure garden park four years before planting walnut seedling period namely earnings are negative,has entered the early fruiting fifth year,farmers income and expenses were flat and have a certain profit,after seven years into the provinces,a doubling of income,until the maximum percent,10 years;The H2 planting pattern had the highest overall benefit scores,and the H1 planting pattern was the lowest overall.(3)based on resources and environment have constrained and unconstrained conditions,comparing the results of the three-stage DEA to measure the results show that the division of walnut industry under the condition of resources and environment unconstrained technical efficiency is very high,but the technology is a kind of surface efficiency,is the walnut industry in planting process excessive consumption of resources and environmental pollution,destruction of the ecological system of high efficiency.Therefore,the technical efficiency of the first division walnut industry is analyzed empirically,and it is necessary to restrain the consumption of resources and environmental pollution in walnut production.(4)by SAF regression analysis,the division of walnut industry technical efficiency under different planting patterns change is mainly caused by the internal cultivation management factors,and the role of the external environment factors is small.Therefore,it is important to study the factors that affect the efficiency of the walnut industry.(5)under the condition of resource and environmental constraints,through the first stage of the DEA and the calculation of the third stage of DEA,the results showed that the external factors on the division of walnut industry 4 plantingpatterns of technical efficiency has certain influence,therefore,after eliminating the influence of external factors,the DEA to measure the results will be more accurate.(6)in the three stages of resource and environmental constraints of DEA efficiency dynamic decomposition,the results show that the division of walnut industry four planting patterns of technological progress and planting scale increased more obviously,and their pure technical efficiency has a certain degree of degradation.(7)the requirement of the nuclear farmers to protect the fruit,pest and pest control technology,and reasonable herding technology in the process of the cultivation of walnut.(8),via the nuclear agriculture farmers on the popularization of technology assessment analysis results can be seen that the technician for nuclear there is still lack the guidance of the peasant farmers,not fully considered in the process of guiding the cultural level of nuclear agricultural growers and accept ability,leading to a lower guiding effect.
