With the global attention to environmental issues,especially the widespread concern about the issue of global warming,China's emission reduction pressure gradually increase in the international community.In order to comply with the new trend of the times and the new requirements,China's commitment to international climate conference in Copenhagen,the Paris Climate Conference and then further proposed emission reduction targets.As a result,Various industries are looking for a emission reduction way of the lowest cost reduction and the most effective emission reduction under the condition of not affecting the output value reduction.In the short term,industries will choose to take advantage of technology or equipment to reduce emissions,but in the long run,the use of updated technology or equipment to reduce emissions of the space will become increasingly smaller,abatement costs will be increased.The use of forest carbon sink function to offset carbon dioxide emissions in the international world is recognized as the most effective and most economic and the most development potential of emission reduction path,and many countries are expanding the proportion of offset.This paper takes Beijing City,Tianjin City,Shanghai City,Chongqing City,Shenzhen City,Guangdong province and Hubei Province 7 carbon trading pilot provinces(cities)as an example,the use of directional distance function parametric method were calculated separately seven pilot provinces(Cities)chemical industry from 2005 to 2014 10 years of abatement costs.The results showed that the 7 pilot provinces(cities)the abatement costs are large,and each are not identical,high and low;the pilot province(city)annual cost of reducing emissions significantly different,and the great differences in individual years.And then using the national forest resources inventory data to calculate the optimal price of forest carbon sinks is $ 9.83-14.75 per ton.By comparing the two kinds of cost shows that in addition to the pilot provinces(cities)of individual years of technology abatement costs is low than the forest carbon sink price,the Pilot provinces(cities)in most years the cost of technology is far higher than the price of forest carbon sink.7 carbon trading pilot provinces(cities)chemical industry demand for forest carbon sink,and the future demand for forest carbon sink potential and demand is growing.Based on the research conclusions above,this study put forward policy recommendations to promote the improvement of forest carbon sink demand in the chemical industry:Differential distribution of emission reduction targets,and increase supervision,and strictly implement the provisions to promote the promotion of forest carbon sink demand;Establish a standardized forest carbon sink trading platform,to promote more open and transparent market information,to provide the basis for the chemical industry carbon emissions decision-making;and appropriate to expand the proportion of forest carbon sinks to offset emissions of carbon dioxide emissions,advancing the demand for forest carbon sinks;To strengthen forest cultivation,increase the carbon increment of forest growth,increase the amount of carbon sink that can be traded,and ensure the adequate supply of forest carbon sink.
