The world is facing serious environmental and climate issues,China as a responsible big country,in the rapid economic development also assume voluntary emission reduction task,require partial industry carbon emissions and reduce carbon dioxide emissions."National response to climate change planning(2014-2020)",the clear regulation of carbon emission intensity in 2005 than in 2020 decreased by 40%-45%.The use of forest carbon sink function to reduce the concentration of CO2 and other greenhouse gases is the world recognized the most economical and effective and the most development potential of the approach.Short term carbon emissions intensive industries can choose to update equipment and technological innovation to reduce emissions,but in the long run,with the technology of pressure reduction and cost more and more,enterprise in order to reduce the cost of emission reduction,to maximize profits they often prefer lower cost of forest carbon sequestration to offset their carbon emissions.Article mainly in Beijing,Tianjin,Shanghai,Guangdong,Shenzhen,Hubei and Chongqing seven pilot provinces and cities in the thermal power and the iron and steel industry,the use of directional distance function to estimate two industry over the past 10 years carbon shadow price,thermal power industry shadow prices 10 years mean to 23.660 million yuan,the iron and steel industry shadow price for carbon to 28.675 million yuan,the average strength of the carbon respectively for 1.5 and 2.31.Then according to Jian Fei Shen(2015)carbon emissions pricing model,to calculate the thermal power and steel industry carbon emissions prices using the industry marginal abatement costs and other factors,as the reference price of forest carbon sequestration.Thermal power industry in forest carbon sink demand for the price of 133.6-188.8 yuan,reater demands for the forest carbon sequestration potential and conversely higher carbon intensity of the industry,marginal abatement cost is low,the demands for the forest carbon sequestration potential relatively is small.Based on the above conclusions,put forward relevant policy recommendations.In our country at present still belongs to the voluntary emission reduction phase,of corporate carbon emissions and there is no mandatory requirement,resulting in reduction of enterprises enthusiasm is not high,the state should as soon as possible to develop a mandatory emission reduction measures,formulate reasonable carbon tax and carbon trading policy,also the forest carbon sequestration market in China is still faced with many problems,the forest carbon sequestration pilot project is much,but the overall trading volume of less,in terms of trading mechanism,supervision and management,also and the other in this regard have more experience of the countries there is a big gap.We should actively participate in international activities of carbon sequestration,carbon sequestration policies,property rights and measurement of a series of problems,to clear the way for forest carbon sequestration transactions.
