In the thirteenth five-year plan, the Ministry of Agriculture proposed to promote the agricultural machinery and equipment, service organization and operational level to the quantity, quality, efficiency and transformation of the upgrade. In recent years,the quantity of agricultural machinery in many regions of China's rapid growth,resulting in the frequency of agricultural machinery is not only a waste of manpower,time, but also increased operating costs. Although scientific and rational trans-regional operations are conducive to improving the utilization of agricultural machinery, most of the existing service organizations are only for the trans-regional harvesting to provide the basic information needed for agricultural machinery operations, only for a summary of one region's general harvest time and agricultural machinery demand information, and no detailed and practical dispatching schemes.Therefore, Making good use of stock, adjusting the structure and improving the efficiency of agricultural machinery are the focus of the current agricultural machinery development.Traditional agricultural machinery dispatching management can not meet the needs of complex agricultural machinery monitoring, management and dispatching,whether in agricultural machinery statistical methods, spatial layout methods, or the formulation of spatio-temporal dispatching plan, as well as the means of communication of dispatching. In this paper, the methods and technology platform of GIS are used to study the scientific problems and the key technologies of agricultural machinery dispatching management from two aspects of regional and field scale,with a view to making progress in this direction, and providing methods and technical cases for informatization and modernization of agricultural machinery dispatching management.Firstly, in the large scale regions, this paper uses a variety of mathematical statistics models to analyze the development trends of agricultural machineries'quantities of different provinces and find out the spatial distribution pattern of agricultural machineries' types and quantities based on the GIS platform according to the statistical data of the quantity of agricultural machinery and the area of trans-regional operation. And the saturation phenomenon of agricultural machinery in individual regions is found, which shows through trans-regional operation to make up for the surplus and shortage of the regional agricultural machinery. Then, the classification, organization modes and operation areas of large-scale agricultural machinery trans-regional operation are summarized , and the trans-regional operation routes of wheat, rice and maize are established. For the next step to study the development direction of national trans-regional operations lay the foundation.Secondly, in the field scale, this paper chooses the Shuangshan farm in Heilongjiang as the experimental area by using the spatial dispatching models of GIS,and deeply studies the key technology of agricultural machinery dispatching between different fields. The first step is to compare and select various models and algorithms for agricultural machinery dispatching in different management units to maximize the efficiency of agricultural machinery. The second step is to put forward the two-stage method to research the agricultural machinery dispatching based on the farmland database of Shuangshan farm, agricultural machinery database and the annual schedule of agricultural activities. And according to the above method to make a specific road map for farm managers.Finally, to further deepen the implementation of agricultural technology in the field scale, this paper completes all the functions of the real-time monitoring system based on the system demand information and the dispatching scheme formulated.The overall framework and database of monitoring system are designed, and the basic information management, real-time monitoring, replaying of historical running data and other functions are completed by satellite positioning technology and web development technology. Which has laid a technical foundation for further enhancing the informationization level and operation efficiency of agricultural machinery dispatching management.
