Climate change has become an indisputable global environmental issue and one of the serious challenges facing the world today.In fact,in the current context,climate change is irreversible in the short term.Climate change and its various climate risks are the major causes of human livelihoods and poverty in poor areas.In our country,the poor areas are highly related to the ecological and environmental vulnerable areas,and the geographical distribution of these areas is highly consistent.The farmers in the fragile ecological areas are also the direct victims of climate change.Climate change has greatly changed agricultural production conditions and industrial structure,which not only threatens the food security of China and even the world,but also increases the magnitude of fluctuations in the income of farmers.Therefore,while the global efforts to mitigate climate change,farmers and agriculture adapt to climate change is not only the focus of attention of the international community,but also become the focus of the Chinese government to implement the strategy of sustainable development.From the macro level,adaptation is an important measure to ensure food security.From the micro level,adaptation is the concrete embodiment of implementing macro policies and achieving macro objectives.Accurately understand the farmers' perception of climate change and the decision mechanism of adaptive behavior they have taken for the government to enhance agricultural capacity to adapt to climate change policy is very important.This paper analyzes the farmers' perception and adaptation to climate change by means of data collection,questionnaire survey and model construction.The meteorological data is collected in Wanzhou District,Yunyang County,Qianjiang district and Youyang county,4 ecological fragile area at first,The basic situation and perception of climate in 12 villages and 360 households in the county were investigated,and the influence of climate change on Farmers' livelihood was analyzed by means of livelihood analysis and participatory rural assessment.Then,we construct the Heckman Probit model and MNL model based on the survey results,analyze the influence of perception and adaptation to climate change factors and explore the farmers' ability to cope with climate change limiting factors.Finally,according to the actual situation of ecological fragile area,the paper puts forward specific adaptive behavior and analysis of the social,economic and ecological benefits brought by climate change,in order to help farmers better income,poverty.(1)Climate changes have taken place in the ecologically fragile areas such as Youyang County,where meteorological disasters are frequent.Climate change has a varying degree of impact on natural capital,human capital,financial capital,social capital,material capital and other livelihood capital of farmers,mainly affecting the soil and water resources,the incidence of poverty,labor quality and quantity,the income of peasants,causing difficulties in farmers' lives.(2)The sex,age,number of family farming,cultivated land area and climate factors have a very significant influence on Farmers' perception and adaptation to climate change;Cultural level,average annual income and meteorological information have a significant impact.Farmer's low educational level,less family income,lack of water resources and meteorological information can not be obtained in time,which are the important factors that restrict farmers to cope with climate change.(3)Farmers should continuously improve their ability to cope with climate change,cultivate awareness of learning,learn advanced technology,and absorb innovative ideas.The relevant government departments should also help farmers to implement adaptive behavior to cope with climate change,such as rainwater collection,water conservation,and drought relief,adjustment of crop planting structure,disaster prevention,land reform and ecological engineering construction.(4)Adaptive behavior districts were carried out in response to climate change in the government's strong support in Yunyang County,Youyang county and other 4 ecologically fragile counties,and reached a set of economic,social and ecological "three-in-one" benefits,such as the establishment of production base in Qianjiang District,Renovation of Shanpingtang in Wanzhou District,Construction of rural roads in Youyang County.Finally,it is suggested that we should put ourselves in the position of farmers when we discuss how to better deal with the hot issue of climate change,and promote the policy design for responding to climate change in the real coverage to ecologically fragile areas,coverage to rural areas,especially the interests of vulnerable farmers in poor rural areas.At the same time,in the study of adaptive behavior,we should be targeted and clearly understand the farmers really need in different ecological fragile areas,different poverty villages.
