Study On Manage Situation And Maintain Pattern Of Check Dam In Yulin City

The Yulin city sites in the most northern of the Shaanxi province and the south of the Maowusu desert,China.It belongs to one of arid and semi-arid regions and sand and soil by the wind areas.Due to conservation of water and soil and agricultural production,Check dam has the important effect of soil and water on protecting in Yulin city.In the present,management and maintaining of check dam in Yulin city have some problems,for example increment of check dam in dangers,passive maintaining,unclear property right,and low use efficiency act so on.Therefore,to explore an effective management and maintaining pattern is vital for rational use of check dam in Yulin city.Literature book,field investigation,and comparative analysis were used in this study,and water current situation in Yulin city,development process of check dam,landform and hydrology and management situation of check dam were obtained.And construction and management situation of check dam in Yulin city,distribution situation of check dam in dangerous were analyzed,and it has some problems that were obtained based on current situations.Moreover,development strategies and patterns were raised depending on related problems.The main conclusions are as follows:(1)Check dam in Yulin city focus on three drainage basins,such as Nangou,Yulingou,and Yuanping.There are about 20555 check dams in these drainage basins,and the small size with 76.2% rate is the most.Check dam in dangerous increase by up to 5138,which distributes in 12 countries in Yulin city.(2)Management experiences of check dam in Yulin city are plentiful,however,the problems in management of check dam are as follows: disadvantage natural environment,lacking supporting facility,professional ability limited of maintainer;unreasonable scientific programme of check dam in early stage,lacking literature of project design,not good project quality,mix management of project supervision,and insufficient professional ability from supervisors;unclear property right,weak safety awareness of maintainers,low use efficiency of check dam,mix management mechanism of check dam,low social participation,thin financing channels,and deficiency fund of maintaining;weak awareness of management and supervision,not high level of law enforcement.(3)Management strategies of check dam based on problems in Yulin city are as follows: improve condition of infrastructure,increment quality of ecology environment;scientific programme,improve project quality;to enhance effect of check dam,intensify management and maintaining in later stage;to obtain high use efficiency of check dam,intensify supervision and law enforcement.Moreover,management patterns of check dam in Yulin city are as follows: drainage basin pattern based on the center of four streams and four rivers;regions management pattern based on governments;association management pattern based on non-government sector;enterprise management pattern base on market;contract management pattern;compensation pattern and share pattern based on market and government.
