| At present,there are different degrees of desertification in the large area of grassland in China.Grassland desertification has caused serious threat to the survival of the herdsmen and the protection of the ecological environment,and the management of grassland desertification is urgent.Grassland desertification control is not a simple agronomic measure to restore grassland vegetation.It involves the transformation of production and life style of farmers and herdsmen,and involves all aspects of ecological,economic and social development.Gansu Tibetan Autonomous Prefecture in Gannan province Maqu county is located in the edge of the eastern Tibetan Plateau,the Yellow River River from Qinghai Jiuzhi County into the territory of Maqu,from the south,East and north around the county outflow,formed first curved part nine of the Yellow River.There are numerous the Yellow River tributaries and millions of Mu marshes in the county,which constitutes a complete water supply system in the upper reaches of the Yellow River.Therefore,Maqu country is an important water conservation land in the upper reaches of the Yellow River.It also has important ecological location value in the aspects of carbon fixation and biodiversity conservation in the wetland.In recent years,due to the dual influence of natural and human factors,the desertification of the coastal grassland and pasture of herdsmen in the Maqu section of the Yellow River is becoming more and more severe.The causes of grassland desertification division according to the principle of comparison,the classification on the whole of grassland desertification control mode,and then combining with the survey data,the number of different models of the in-depth analysis of the different desertification governance model,illustrate the differences between the different governance mode of existence,provide some reference for improving the efficiency of grassland desertification control.Through the analysis of this paper,the main conclusions are as follows:First,although the grassland desertification control has the obvious characteristics of public goods,it needs to look at the role of the government in the governance work objectively.The government is the leading force to solve the problem of grassland desertification,and has the advantages of funds,technology and other aspects.However,grassland desertification control does not need to rely entirely on the government.Giving full play to the enthusiasm and strength of herdsmen in desertification control can effectively promote grassland desertification control.Second,through the comparative analysis of natural factors of grassland desertification control based on the mode of government and household participation governance model has higher governance efficiency.In the institutional background of livestock contracting to households,government and households to participate in the grassland desertification control mode has better governance efficiency.Third,through the comparative analysis of artificial factors of grassland desertification control model that based on the diversity of grassland desertification caused by human factors through the analysis of the existing problems of overgrazing,governance plays an important role in different aspects,and are irreplaceable,solve the problem of overgrazing should two governance model the combination of.Based on the analysis of grassland utilization,household pasture desertification degree is less than single family.Based on the above research conclusions,this paper holds that in the future management of grassland desertification,the enthusiasm of the herdsmen should be actively played,and the governance model of grassland desertification in which the government and the herdsmen participate in the grassland desertification should be constructed.When implementing the prairie ecosystem reward and subsidy mechanism,we should strengthen supervision,pay attention to the difference between the herdsmen and support the household management of the herdsmen,so as to improve the efficiency of grassland desertification control. |
