Study On Herdsman Satisfaction And Its Influencing Factors On The Grassland Ecological Compensation Policy

As building ecological security barriers and creating beautiful scenery in North Boundary,the grassland ecology restoration and protection,as well as the effective implementation of relevant policies became particularly important and urgent.Strengthening the construction of grassland ecology protection and accelerating the development of grassland husbandry are related to ecological security,effective suppliment of livestock products,the increase of farmers’ and herdsmen’s income and national unity and border stability.Therefore,study on the cognition,satisfaction and influencing factors and scientifically designing and establishment of grassland ecological reward policy is of great theoretical and practical importance to ensure the organic connection between poverty alleviation achievements of Rural Revitalization Strategy and to build a longterm incentive mechanism for herdsmen to increase income and grassland ecological improvement.Taking Alxa Left Banner as the target research area,this paper makes a descriptive statistical analysis on the of 317 herdsmen data obtained through field research.The study was grasps and clarifies the herdsmen’s cognition and medium of information,satisfaction degree and reasons on grassland ecological reward policy,and gathered further information on the herdsmen’s cognition of grassland property rights,grassland damage and grassland quality.On this basis,the paper made a quantitative analysis by using binary logit regression model to sample data to sort out influencing factors of herdsmen’s satisfaction to the policy and put forward the corresponding countermeasures and suggestions.The research reaches a conclusion that: herdsmen are satisfied with the grassland ecological reward policy,accounting for 84.23% of the total sample households.Most herdsmen are satisfied with the first subsidy standard and think that the subsidy can increase the family income.However some herdsmen hold that the standard of subsidy is low,and the government cannot pay the subsidy on time.Herdsmen’s employment,family expenditure,the policy’s influence on ecological upgrade and time and amount of the grassland ecological protection subsidy and reward funds are the main factors affecting herdsmen’s satisfaction with the policy.Based on the conclusion,this paper puts forward the following countermeasures and suggestions: to strengthen publicity of the policy to improve herdsmen’s awareness of the policy;to strengthen management to improve the supervision of grassland ecological reward policy implementation process;to pay attention to grassland protection and construction and change herdsmen’s production mode;innovate reward mechanism to stimulate herdsmen’s response enthusiasm;improve social services to promote scientific and technological innovation.
