Evalution And Analysis Of The Comprehensive Medical Price Reform Of County Public Hospitals In Jiangsu Province

Medical price reform is an important part of health system reform.Jiangsu Province approved 16 pilot counties' programs about comprehensive medical price reform in 2013.All the pilot hospitals were required to cancle the drug additions.Meanwhile,two ways were taken to compensate for the reducing drug prices.One is adjusting charges for medical services and the other is increasing government investment.Objective: To evaluate the effects of the medical price comprehensive reform of county public hospitals in Jiangsu Province,grasp the status of implementation of the reform,analyze its influences on hospital economic operations and patients,summarize the achievements and problems,provide advice to further promote the compensation mechanism reform of public hospitals.Method: Use questionnaires completed by each pilot hospital to collect data,analyze the changes of drugs price difference rate,balance of payment,income structure,average expenditure of patients and doctors' diagnosed behavior after the implementation of medical price reform.Results: The gross profit of drugs fell 87.33% compared to the same period during last year.The percentage of drug revenue in the total revenue has dropped from 45.69% to 39.76%,and the percentage of medical revenue in the total revenue has risen from 34.85% to 40.23%.But the percentage of government financial investment in the total revenue fell.The loss of hospital balance has increased by 3063.30 ten thousand Yuan.P values of paired t test were 0.144 and 0.223 respectively in outpatient and inpatient individual payment level.Conclusion: Hospitals run smoothly,and reduced its dependence on drug incomes.The hospital income structure has been optimized.There is no significant increase of personal expenditure of patients.But the problem about the expanding loss of hospital payment balance needs to be further solved.
