Analysis On The Effect Of Canceling Drug Price Addition Policy In Shanghai Public Hospitals

In China,public hospitals occupy an absolute core position in the field of drug circulation.There is an inextricable link between the operation of public hospitals and the income of medicines.The income of medicines can even account for more than half of the hospital's income.The public hospitals have abandoned the principle of public welfare,and the problems of the people's "difficulty in seeing a doctor and expensive medical treatment" have become more serious.The contradiction between doctors and patients has intensified.It has become an important goal of hospital reform to break the medical treatment mechanism of public hospitals and alleviate the difficulties of medical treatment for the people and the contradiction between doctors and patients.After starting the trial of canceling drug price addition policy from county-level hospitals,the country gradually promoted it nationwide and cancelled the drug price addition policy in public hospitals.Since September 2015,Shanghai Public Hospital has gradually implemented the policy of canceling the drug addition of public hospitals in three phases.This study used 11 municipal and district-level public hospitals in Shanghai as a sample,and used public policy assessment as a research perspective to explore and analyze the effect of canceling drug price addition policies in public hospitals in Shanghai,and provide reference for further improvement of policies.According to the analysis results of this study,the cancellation of the drug price addition policy in public hospitals in Shanghai has a positive effect on improving the economic and social benefits of public hospitals.However,the actual situation shows that economic benefits have declined and social benefits have not changed significantly.After the implementation of the policy,the income structure of public hospitals in Shanghai has improved,the proportion of pharmaceutical income has decreased,the proportion of medical services has increased,and the wage income of doctors has also increased significantly.However,the average outpatient medical expenses of patients also showed significant growth,and the overall policy effect was not outstanding.
