| From March 2009 to May 2015,the State Council and the general office issued on deepening the views of medical and health system reform,on the issuance of the "12th Five Years" period of deepening medical and health system reform plan and implementation plan of the notice,a city public hospital comprehensive reform pilot guidance,in these opinions and notice,are clearly put forward to get rid of public hospital the profit mechanism,improve compliance with industry-specific personnel salary system;establish the system of performance evaluation of public hospitals in the public service and efficiency as the core,strengthen the performance appraisal,improve the internal distribution mechanism based on service quality,quantity and patient satisfaction as the core,to determine a reasonable salary level of medical personnel,strengthen the performance appraisal of medical staff,outstanding post the workload,service quality,behavior norms,technical skills,medical ethics and patients with Degree of satisfaction,the results of the assessment and medical staff post employment,professional title promotion,personal pay hook.Is strictly prohibited to the medical staff to set income indicators,medical personnel may not be associated with the hospital’s medical supplies,supplies,large medical examination and other business income linked.S hospital,The selected research object in this paper is a large comprehensive city public hospital,which integrates the medical,teaching,scientific research,prevention and health care,and is the key object of health care reform at present.Firstly,the current performance management theory,target management theory,the theory of Balanced Scorecard,key performance indicators theory(KPI),a full range of performance evaluation(360°assessment);through access to relevant literature,the development of performance management at home and abroad and the present situation of hospital carried out more detailed understanding,and the performance appraisal of S hospital from scratch,from the simple accounting balance,to the development of comprehensive objective assessment are summarized and reviewed,and the recent assessment data and evaluation results of the analysis,find out the main problems including the lack of public welfare indicators,assessment content is not complete,not teaching and research into the performance appraisal system.Then on the basis of,combined with current s Hospital in the stage of development in the new era of management needs,and the national healthsystem reform requirements,to public welfare as the core,according to s hospital existing performance evaluation index system was optimized and improved,canceled the previous completely according to subjects accounting balance performance,adjust the pay for performance total control.In the performance appraisal index system increases the workload,work efficiency,service quality,teaching,scientific research and human resources assessment indicators.In particular,the assessment index system of each index to take changes in the distribution of the weight of the model,the weight of each dimension index is determined by the actual completion of the situation and the specific assessment score,indicators can complement each other.The reform of public hospitals in the city is a long-term,arduous and complex systematic project,public hospital performance evaluation index system will with the deepening of the national health reform of the management system of the timely adjustment of,will vary depending on the specific characteristics of each hospital,development status and management focus on the differences.Hope that through this study can provide some reference value for the establishment of a set of performance evaluation system in line with the current reform of China’s medical and health system. |
