Analysis Of Air Traffic Controllers’ Fatigue Situation And Fatigue Risk Control

With the rapid development of civil aviation industry of our country, the air traffic controllers’ fatigue phenomenon become more and more common. Fatigue can lead to decision-making mistakes and behavior errors, even cause serious accidents and become a threat to ATC safety. Therefore, mastering controllers’ fatigue condition and controlling fatigue risk is of great significance.The research consists of two parts, air traffic controllers’ fatigue situation and fatigue risk control. On one hand, on the basis of a lot of study and analysis of the authority literature about controllers ‘fatigue risk management, the purpose and meaning of this research is proposed. Then, from the aspects of cause and expression of fatigue to explore the development process of fatigue and the main influencing factors and dangers of fatigue. And,enumerating the subjective fatigue measurement around the world, and analyzing the advantages and disadvantages of various measurement methods. Thus the controllers’ fatigue questionnaire is designed to investigate the fatigue situation of controllers when combined with the influence factors of fatigue. Finally, according to the findings of questionnaire of Tianjin air traffic management bureau, the present fatigue situation and influencing factors is showed. Therefore, the conclusion is that the shiftwork is the main factor causing fatigue. On the other hand, controlling the fatigue risk based on the regulatory limitations and shiftwork.Through explaining and analyzing the regulatory limitations in different countries and comparing different controllers ‘shifts in China, USA, UK and EU, meanwhile analyzing the characteristics and the advantages and disadvantages of different shifts and summarizing some good experience about shiftwork, our country is able to better manage controllers’ fatigue.Through investigating and analyzing the present fatigue situation of controllers, the main influence factor of fatigue is mastered. Thus mitigation measures are proposed to control the risk of fatigue. Then, the air traffic management bureau of China can better manage controllers’ fatigue.
