Study On Centralized Purchasing Of Hight Value Medical Supplies And Operation Situation In Medical Institutions In Jilin Province

Objective: This paper mainly discuss the first high-value medical consumables centralized procurement of Jilin province(including coronary intervention and blood purification). The research focus in the laws and regulations of high-value medical consumables centralized procurement in every provinces for recent years. Study intensively to the important part such as product identification, grouping, price,bidding, bargaining. And follow-up the implementation of the operation products. We not only collected the data of jilin platform but also other provinces. Analyze the problem and deficiency then figure out some suggestion and reasonable countermeasures.Methods: Our study mainly research the policy documents of high-value medical supplies centralized procurement since 2004 until now, as well as the current situation of operation, focused on the important node in the procurement operation to summarizes the advantages and disadvantages, and using statistical software with statistical method to analyze the collected data.Results: The research shows that the centralized procurement of high-value medical supplies in provincial level is relatively late in our country, whether theoretical research or practical research is relatively insufficient. At the same time the related support system is still not perfect, and it's also lack of national policy documents. The provinces has explored different centralized procurement mode according to the actual situation. We also found a lot of problems in the Jilin provincial centralized procurement project, such as programs, documents and procurement catalog and national guiding. The grouping work of imported products and domestic products were reviewed to discuss, the price is hardly to reduce, the level of experts needs to be improved, the price data reported also lack of scientific,the concentration of high-value medical consumables market still relativly low, the original pattern has not completely broken, medical to implement online purchasing isnot standardized and the off line procurement situation open happened.Conclusion: First it was obviously that the centralized procurement project of two kinds high-value medical consumables has already reduce the price in Jilin province, to some extent alleviate the burden of these two kinds diseases patients,saving a lot medical insurance funds, alleviate the financial pressure. Second it was the first time in nationwide for the centralized procurement of blood purification materials.It has a pioneering significance in catalog making, product refinement,acquisition price, packet set benchmark price and other terms.Third our project proved that the centralized procurement mode for high-value medical consumables can effectively reduce the sales supplies of circulation, saving the human, material and financial resources of enterprises and medical institutions.
