| Against the backdrop of the shortage of funds for health insurance,the ever-increasing population ageing,the ever-increasing health needs of the people,and the ever-widening gap in health insurance funds,the centralized procurement of medical consumables is becoming more and more important.This paper takes the policy analysis of national high-value medical consumables procurement as the starting point,based on the theoretical research and the practical data of medical institutions,the advantages and disadvantages of the policy of purchasing high-value medical consumables and the feasibility of its implementation are emphatically analyzed,in order to further seek to save the People medical expenses,to solve the national medical insurance fund shortage problem to provide an exploratory solution.With the strong support of the national policy and the full cooperation of the Medical Security Bureau,the suppliers and manufacturers,the implementation of the fifth batch of procurement of medical consumables by the Changzhou C hospital has been basically successful,it is obvious that the unit price of products purchased with volume decreases,the purchase amount decreases,and the payback period of suppliers can be shortened significantly.In this paper,the procurement and implementation of high-value medical consumables in C hospital in Changzhou were studied by using the methods of literature analysis,questionnaire survey,expert consultation and data analysis,combined with theoretical research and hospital empirical research,the paper analyzes the problems existing in the implementation of Belt purchase policy,focusing on the implementation of belt purchase of high-value medical consumables and its impact,with the help of Information System and questionnaire,the paper analyzes and studies the implementation of purchasing high-value medical consumables with quantity in hospital,using Smith’s policy analysis model,four factors(policy-making,enforcement agencies,target groups,environmental factors)are used to identify the problems in the implementation process of volume procurement policy.This paper puts forward four problems:the increase of adverse events,the phenomenon of out-of-stock,the passive attitude of doctors and nurses,and the possibility of wrong purchasing base in medical institutions,the main reasons were as follows:the standard of product quality evaluation was not perfect,the mechanism of punishment for non-standard operation was not perfect,the income of medical care was not improved obviously and the use was limited,the base of material base was difficult to be unified.Based on the research results,this paper puts forward four suggestions for better implementation of the policy of purchasing high-value medical consumables:first,improving the selection criteria and ensuring the quality of medical consumables;Third,improve the incentive mechanism of medical institutions;fourth,the national unified coding and naming system of medical consumables. |
