As one of the four provinces with comprehensive medical reform,Jiangsu province took the lead in the implementation of comprehensive reform pilot,in August 2015 and promulgated the "guidance of comprehensive reform of price of public hospitals in the city"(Sue price medicine No.[2015]234).At the beginning of October 31st zero o'clock,all public hospitals would sale drug with zero bonus.At the same time,the pricing power of 325 medical services(including Chinese medicine treatment)would be given to the city.The price reform began.However,the current price structure is not reasonable.The growth of medical expenses is excessive.Medical treatment is expensive.Whether the medicine price reform can solve practical problems.How the Chinese medical institutions carry out?The series of questions need to be answered.Objective:Based on the theoretical analysis and Empirical Analysis on the effect of comprehensive assessment of the implementation of the policy of the comprehensive reform of medicine prices in Jiangsu province,it aims to provide theoretical support for the government,to provide reference and recommendations for government decision-making institutions continue to deepen the reform of the price of medical service medicine,and to provide a reference for other provinces.Methods:Based on the comprehensive evaluation index system model,and according to the target of comprehensive reform of the medicine price,it selects the three dimensions,such as policy implementation,institutional operation,the comprehensive effect.It builds a model to evaluate the effect of the policy before and after the implementation of through empirical method.Results:After the medical price reform,the number of outpatient and emergency patients and the number of discharged patients increased by less than 10%in 2016,and the utilization rate of beds was basically maintained at around 90%.The average bed number remained basically around 9 days.After the reforms,fiscal subsidy is almost doubled compared with its in 2015,increased by 41%compared with its in 2014.It is the biggest increase,then is Medicare income,and finally the medical income.The proportion of health insurance revenue in all regions increased by about 5%after the reform.In 2016,the actual income increased by 2 billion and 100 million compared with 2015.In the reform,the registration fees and pharmaceutical service fees were abolished,and the proportion of drug revenue was reduced by about 5%.At the same time,the proportion of service income after the reform has improved significantly,while the treatment income has increased slightly.The per capita cost of outpatients and inpatients has increased.Drug proportion(excluding Chinese herbal medicine)decreased significantly,from 41.6%in 2014 to 37.2%in 2016,a decrease of 4.4%.The effect of the policy is gradually emerging,but there is still room for reform.Conclusion:The institutions of traditional Chinese medicine can still run smoothly in the reform of medical price.The number of visiting patients is increasing,but the growth rate has been stable.Reform has little impact on service efficiency.Income compensation is basically reasonable,but still not in place.The effect of the convergence between medical insurance and policy is gradually emerging,and the income structure of medical institutions has been obviously optimized.However,the structure of medicine income has been adjusted,and the policy effect is gradually emerging.The expense control of medicine has played apart,but some control is still unsatisfactory and national goals have not been achieved.The expense control is effective to some extent,but some of them are still unsatisfactory and have not reached the national goal.
