Research And Application On Military Hospital Medical Quality Evaluation Index System Under New Situation

Background:Chinese President Xi Jin ping spoke at China's 12th National People's Congress,"The goal of building strong military under new situation is striving to build a people's army that follows the command of the CPC,can fight and win,and has a fine style of work." The goal of building strong military under new situation is to require military hospitals focus on serving the army,take sufferers as center,provide high quality and efficient service,focus on the construction of medical quality.Objective:To explore the evaluation index system of military hospital medical quality and the determination of the relative weight,we based on the comprehensive evaluation of medical quality data from 2012 to 2016 in a level-3 military hospital,compare the advantages and disadvantages of different methods,combined with the actual analysis of key indicators.We established a more scientific and reasonable evaluation index system of military hospital medical quality,set the development direction of military hospital,provide decision basis of management focus.Methods:By using literature review method to analyze the literature data and Delphi's method to expert consultation,we established evaluation index system of military hospital medical quality,made the determination of the relative weight.We used the established index system to evaluate the 5 years history data in a military hospital,made the statistical description of key indicators,analysis of existing problems and response strategies.At the same time,we used the TOPSIS method to comprehensive evaluation,compared the results of the two methods.Results:We established evaluation index system of military hospital medical quality which based on the three aspects of the quality of medical structure,the quality of medical process and the quality of medical treatment,includes 3 primary indices,9 secondary indices and 58 tertiary indices.By evaluating the 5 years history data in a military hospital,the average is 63.12 points,at level of eligibility,and 2014 data is at the good level,2013?2015?2016 three years of data at the pass level,but the 2012 data has not yet reached the pass score 60 points.The overall development of the hospital is good.But there are some shortcomings such as serious shortage of medical staff;excessive use of antibiotics,high proportion of outpatient drug;continue to focus on the army service.Conclusions:This study was in the goal of strengthening the Military Guidance under the new situation,combine with the reform of medical system and the Military,based on the historical data of a level-3 military hospital,used three aspects of the quality of medical structure,the quality of medical process and the quality of medical treatment.This study paid attention to commonly used medical quality evaluation index,and added the army service indices.By using literature review method and Delphi's method to expert consultation,we established evaluation index system of military hospital medical quality,made the determination of the relative weight.The results of correlation analysis between the results of comprehensive evaluation and TOPSIS method are consistent.The results show that the comprehensive evaluation method is scientific and effective.This evaluation index system with relatively few indicators reflects the development of medical quality of three general hospitals in the army.This method can be applied to the longitudinal comparison of hospital historical data,can also be used for horizontal comparison between hospitals.In this study,we took a military hospital as a sample,based on 5 years history data,made comprehensive evaluation of the medical quality of the hospital,statistical description and analysis of the data indicators.We researched the development status of medical quality,discussed hospital medical quality management measures combined with the actual,pointed out the center and difficulty of the next step,provided reference for the development of hospital.
