The key medical centres or institutes of a military hospital represent its position in the Army or the nation. They could help medical education and research develop co-ordinately and thereby promote the overall level of the hospital. This is why the construction of key medical centres or institutes is focused on so many hospital managers who inevitably have to face such a problem: how to evaluate it?The main purpose of this article is to establish a practical, scientific, and feasible evaluation system, by reviewing the experiences of evaluating the key medical centers or institutes both systematically and comprehensively, and utilizing methods such as reviewing literatures widely, surveying and researching extensively, on-the-spot investigating, consulting of experts, date processing, and employing FHW Policy-making System. The first section introduces the basic process of constructing this evaluation index system. The second section analyses the expert consultation of this project both quantitatively and qualitatively as the following 6 aspects: the experts' authority, their comprehensiveness, their intelligence inspiration, their familiarity with the indexes, their power of marking, the bias of their attitudes. The third section analyses results of the first and second sections, and thereby establishes a comprehensive evaluation index system of key medical centres or institutes in military hospitals, which was composed of 5 first-degreeindexes, 12 second-degree indexes, 37 third-degree indexes. The fourth section discussed the results of this project and in current the problems in evaluation of the construction of key medical centres or institutes. In addition, explicit standards were set for the third-degree index components. The index system has been proved it was feasible and practical.
