Efficiency Evaluation Of Health Resources Allocation And Utilization Of Traditional Chinese Medicine In Gansu Province

Objectives This paper reviewed the basic situation of the allocation and utilization of health resources of Traditional Chinese Medicine(TCM)in Gansu Province,evaluated the efficiency of the TCM health resources allocation and utilization in Gansu,on the basis of qualitative and quantitative methods,to find out the problems then to put forward reasonable and feasible optimization strategies for policy makers.Methods This paper uses Excel 2007,Spss18.0,Deap2.1 and other software to process and analyze the data;the method of descriptive analysis is used to analyze the allocation and utilization of TCM health resources;the method of health resources density index(HRDI)is used to evaluate the balanced allocation of health resources in TMC.The data envelopment analysis(DEA)is used to evaluate the efficiency of health resources allocation and utilization of TMC.Results(1)TCM health resources allocation: The number of health resources allocation of TCM in Gansu Province has increased significantly during 2009~2014.The amount of health institutions about TCM is 1095 in 2014,compared with 2009 the increase rate is 25.41%;TCM human resource number is 9914 in 2014,compared with 2009 the growth rate is 35.28%;there are a total of 25699 TCM beds in 2014,compared with 2009 increased of 58.24%;by the end of 2014,the number of units which above five thousand Yuan is 2786,compared with 2009 the growth rate is 39.57%.However,in Gansu Province there are still many problems in the growth in the allocation of health resources of TCM,such as the uneven disposition and the unreasonable structure of TCM human resource;the layout of TCM beds was unreasonable and unbalance;the TCM equipment vacancy and shortage co-existed.(2)TCM health resources utilization: During 2009 ~ 2014,the use of health resources in Gansu Province is increasing year by year.In 2014,the number of TCM clinics is 1701.24 million,an increase of 29.17% compared with that in 2009;there are 704,600 TCM impatients in 2009,an increase of 65.23% compared with that in 2009;the number of TCM prescriptions is 983.57 million,an increase of 46.21% over 2009.But compared with the whole province's health resources utilization,there is still a wide gap,the number of TCM clinics accounted for only 13.80% of the total number of medical treatment in Gansu Province,per capita TCM treatment is 0.66 times;TCM hospitalization accounted for only 20.94% of the total hospital population,per capita TCM hospitalized 0.03 times;TCM prescription accounted for only 45.23% of the total prescription,per capita TCM prescription is 1.13 times.(3)Evaluation of health resource allocation and utilization efficiency of TCM: The overall efficiency of health resource allocation in all the municipalities of Gansu Province is 0.91,the technical efficiency is 0.94,the scale efficiency is 0.96,and the health of TCM institutions Resource allocation and utilization in Gansu Province is better.However,among the 14 DMUs,seven are DEA effective,six are non DEA effective,and one is weak DEA effective,indicating that in different state the TCM institutions resources allocation and utilization efficiency is different.In addition,from the projection analysis of input and output indicators can be seen,the input indicators are more than the target value,but output indicators are not up to the target value of non DEA effective city,it shows that the allocation of TCM institutions health resources increased significantly in Gansu Province.However,the utilization of TCM health resources is insufficient,in order to improve the medical and TCM health services,should continue to improve the efficiency of the TCM health resources utilization,rather than increase investment,update equipment and expand the scale blindly.Conclusions Though the total amount of medical institutions,human resource,beds and equipment allocation showing an increasing trend,the unbalanced disposition still exist.The utilization of TCM health resources is increasing year by year,but there is still a huge gap compared with the province's health resources utilization.Suggestions Optimizing health resources allocation of TCM by rational layout;Improving health resources utilization efficiency of TCM by scientific;Deepening the characteristics of TCM reform in Gansu by stressing characteristics.
