ObjectivesWith the reform and opening up,the private medical gradually develops from the individual medicine to medical group,it has made great progress,it has been the most impront part of medical service system,it makes great importance to break the monopoly of public hospitals,and has made a fair and orderly medical environment.Recently,the most imporant problem of civilian battalion hospital is human resource,the study explore the present situation and existing problems of the human resources of civilian battalion hospital,analysis and explore the causes,and on this basis,to provides some reference opinions for the development of civilian battalion hospital human resource.Methodswe use the methods of literature research,data filling,qualitative interview.We understand the research progress both at home and abroad through the database to retrieve relevant literature,we unified fill in data and collected subject data through the Health Development Planning Commission Medical Administration's social medical team contact with each districts' YiZhengKe.We surveied 374 hospitals,recover data from 342 hospitals,of which 328 are valid datas,including 12 second-class hospitals,68 first-class hospitals,248 no-rating hospitals.ResultsIn 2015,there are 374 civilian battalion hospitals in Chongqing,12 second-class hospitals(3.48%),77 first-class hospitals(20.59%),284 not rating hospitals(75.94%).Summary data shows: We surveied 27805 staffs in Civilian battalion hospital,including 20384 health and technical staffs(73.31%),and 1280 other professional and technical staffs(4.60%),2098 management staffs(7.55%),4043 ground skilled staffs(14.54%);women staffs are more,accounting for 72.00%;15903 staffs are under 34(57.2%),staffs are younger;there are 161 staffs are graduate degrees(0.58%),2648 staffs are undergraduate(9.52%),so there are less highly educated staffs;staffs from private hospitals of different levels has statistical differences in personnel classification(chi-square = 223.355,P=0.000),age(chi-square = 137.454,P=0.000),education(chi-square = 299.275,P=0.000);in health technicians staffs,there are 6134(assistant)practicing doctors(30.09%),9883 registered nurses(48.48%),1032(assistant)pharmacists(5.06%),1057(assistant)technicians(5.19%),other 2278 health workers(11.18%);female health technical staffs accounted for 77.00%;the age structure of health technical staffs likes "dumbbell",more on two head,less in the middle,lack of bachelor highly educated talents;the value per capita health services,sanitation,health spending are all lower than public hospitals.Qualitative interview results: The policy environment impact on the hospital;the development of private hospitals in chongqing are fast,but the hospital scale are small;the health technical staffs performance appraisal are unreasonable,employee treatment is low;introducing talents are difficult,no system training mechanism;human resources system construction are lag,the development space are small.ConclusionsThe development of private hospitals in chongqing are very rapid,but the scael are small;to make the hospital level evaluation as an opportunity to improve the comprehensive level,promote the development of hospital;perfect the structure of the personnel age,education,etc;strengthen the construction of health technical personnel talent echelon,make all-round introduction of medical personnel;establish and improve the health technical personnel performance evaluation mechanism and training mechanism,increase treatment of health technical personnel;civilian battalion hospital should make human resources reform,introduce modern management systems and management talents,innovative talent systems,strengthen the construction of talent team,to introduce,develop and retain talents.
