The key to new medical reform is to solve the problem of difficulties and high expenses in medical care,which is to solve the contradiction between high public medical demands and insufficient medical resources.Under this circumstance,the government proposed the idea of reform.On March 2009,opinions of the CPC Central Committee and the State Council on Deeping Health Care System Reform proposed that encourage and guide the social capital take part in the development medical and healthcare service,forming diversified medical system investment.After that a series of polices have stimulated enthusiasm of social capital and pushed public hospital reform the focus of all interest parties.The social capital to participate in medical system reform becomes a focus of all beneficiary subjects.This study suggests that the definition of social capital in non-state owned medical institution is the sum of material,human and social actions.The study analyzes the domestic and foreign scholars on social capital for medical and healthcare service research,which to find out the advantage and constraint during development of the social capital to run medical institution.Through the analysis of several major countries encourage social capital to run medical institutions 'experience,we can summarize the rationalization proposal for development our country in terms of social capital to run medical institution.In the end of this study,we clear the future developing direction of our country's social capital to run medical institutions through SWOT analysis tool.We hope to try to provide reference frame of studies on non-state owned medical institutions and further guide government formulate relative national policies.
