Research On The Incentive Mechanism For The Construction Of Civilization Convention From The Perspective Of Moral Cost

Since the China's reform and opening up, and with the reform and the improvement of Chinese economic system and the socialist market economic system, we have made gratifying and remarkable achievements in the economic development. The country strong and the people rich. People living standard rose a great class, but the social morals and the city civilization couldn't keep up with the pace of economic development.At present, the society and the city in our country there is a serious moral decline and moral indifference phenomenon, such as the lack of honesty, forget honor at the prospect of profits, cheating and dishonesty, refuse to help someone dying, and so on. From the "Pengyu case" to "toxic milk powder incident", then the "little Yueyue event", moral decline and moral anomie have not only brought great personal and property losses to the people and society,but to a large extent impeded and restricted the sustained and healthy economic development. To this, many cities gradually put citizen moral construction on the important position, and constantly explored the "good plan" of the citizen moral construction, citizens civilization convention is one of them. Citizens civilization convention, however, to truly implement, can't just stay on the contract, we shall have the relevant institutional guarantee, including incentive mechanism and punishment mechanism. Only the reform and innovation in the mechanism and system, can provide long and strong power support to the citizens convention construction and moral construction.Morality as a kind of social ideology, belonging to the category of superstructure. In the opinion of Marx, the economic base determines the superstructure, and the moral is closely connected with the profit. Therefore, this paper uses economics "moral cost" concept as the theoretical perspective and the starting point of this paper, firstly, the relevant concepts and theories are studied and discussed, to clarify the relationship between hidden clues and relationship. Secondly, from two basics of the moral incentive mechanism, which including the internal psychological behavior foundation and external organizational behavior foundation, to discuss the the possibility and reliability of therealization and permanence of the moral incentive mechanism. Thirdly, eyeshot should be turned to the precious successful experience in the construction of incentive mechanism for public morality in the cities of countries and regions at home and abroad. It carries on the induction and summary, to achieve the effect of effective reference and digestion. Fourth, making analysis and summary on the statistical data and interview records of the survey research, which depended on the investigation and research in the construction of civilization convention in Wuhan city. Finally, combining with the actual survey results and summary of relevant successful experience at home and abroad, tries to explore a feasible path for the construction of incentive mechanism of Wuhan city civilization convention.
