China, as a have a history of 5000 years of ancient civilization, in the development of the market economy at the same time, party and state pay more and more attention to national moral problems, began to continuously explore civic moral construction of new and good ideas.As a new public moral and spiritual civilization, the public convention has been welcomed by many cities. This form of the social order maintenance plays a soft law governance role, but its implementation path and the effect is to be scholars to conduct further investigation, the construction of civilized people of the Convention is in a step by step in the exploration process.City community is the city residents' daily living and engaged in social activities and social interaction, the establishment of social relations and the basic geographical unit, it is important to cultivate and improve regional public morality based on people. The city community public moral construction as a breakthrough in the morality construction, through the exploration of community public morals to inspire people's moral construction. In this paper, from the perspective of the theory of moral cost, this paper selects the community of Wuhan as the research object, and carries out an in-depth empirical investigation and data analysis. Trying to explore the factors that affect the public moral consciousness of community residents, and draw lessons from the experience of some community moral construction in some foreign countries, summarize the implementation ways and methods of community residents' moral construction.According to the progress of asking questions, investigating and finding the problems, and solving the problems, this paper altogether divides six chapters, removal the first chapter of the introduction and the second chapter related concept interpretation and theoretical research, chapter three to chapter five is the specific survey design, survey data and the interview result analysis and survey results discussed. The sixth chapter is put forward the solution to the problem of path.In this paper, a major feature of this article is the combination of philosophy, sociology, economics and urban planning, the use of Sociology of research methods, the research method is innovative.
