International publicity, as the window through which the world can know about China, aims to publicize all aspects of China to the whole world, such as China's policies, people's life and Chinese culture. International publicity realized mainly through newspapers and periodicals. Professor Zhang Jian, who is committed to the study of international publicity translation, believes the nature of international publicity is a kind of communication between different cultures, and only by truthful and valid interpretation of international publicity materials can the communication be effectively achieved.Professor Lyu Jun categorizes China's translation studies into three paradigms: philological paradigm, structuralism paradigm and deconstructive paradigm, and holds that they have shortcomings, so he proposes a relatively new and more rational paradigm on the basis of the three paradigms:constructivist paradigm. Based on communicative action theory of Habermas, constructivist translatology gives guide to translation studies. And constructivist translatology proposes three translation principles on the basis of the three valid principles of Habermas's "truth", "right" and "sincerity". It advocates that to achieve successful cross-cultural communication, first in translation, the objectivity of the original should be respected; secondly, the translation should produce rational understanding and valid interpretation of the original; thirdly, the translation should conform to the directivity and frame of the original. As international publicity is a kind of cross-cultural communication, constructivist translatology can provide effective guidance to achieve accuracy and effectiveness in C-E translation of newspapers and periodicals for publicity. This paper selects both Chinese and English editions of China Today from 2010 to 2015 as its research materials. The thesis studies the application of rationality and construction in the English edition of China Today under the guidance of the reason foundation of constructivist translatology through text analysis and case analysis. The research results show that the English edition of China Today is well constructed with rational translation and the articles are truthfully and properly showing a positive image of China. Firstly, the English edition of China Today puts the objectivity of the original at the first place. Secondly, it gives rational understanding and valid interpretation of words with Chinese characteristics, which helps the foreign readers to understand the articles better. Thirdly, it follows the directivity and frame of the original, especially some sentences with political sensitivity. The translation suits the directivity and frame of the original with no misunderstandings. To concludes, this paper finds that China Today, as one of the most representative publicity magazines in China, applies rationality and construction in its publicity translations, which can strengthen its role in publicizing a positive China to the whole world. And this paper aims to further emphasize the importance of rationality and construction in C-E translation of newspapers and periodicals for publicity.
