Cultural creative industry is a sunrise industry in the 21 st century, although China is a cultural superpower, but on the start time of culture creative industry development is relatively slow, for the development of industry lags behind. The government promotes the development of cultural creative industry has formed a broad consensus. From the existing research, the vast majority of research or academic article is mainly to national level or higher administrative level governments at or above the provincial level how to manage the role and industry research and development, the lack of counties and districts such as low administrative levels of the government's action research. In today's great prosperity development under the background of Chinese culture, how to make full use of their administrative functions, for cultural creative industry, nice and fast development in management of guiding, and escort grass-roots governments need to become one of the research project.The first part of this article on the whole background of cultural creative industry development and related industry theory are described. Second, wenzhou L area, for example, analyzed the L area cultural creative industry development present situation and the government role in promoting cultural creative industry development.
