With the implementation of China's rejuvenation strategy on the basis of science, education and the internationalization of education, the enrollment of postgraduates in China has increased by leaps and bounds. As an important part of postgraduate's training and management, the management regulations have played a crucial role in the quality of the postgraduate's education.However, a shortage of the English versions of the postgraduate's training and management not only hinders the popularity of postgraduate education home and abroad, but also restricts the further development of the university. Therefore, a good English version of management regulations will surely be beneficial to enhance the public image of the university, to help the international students understand the guidelines, policies and regulations of the postgraduate education of Harbin University of Science and Technology(HUST), and to strengthen China's national soft power of culture by promoting the rapid development of China's postgraduate education.The translation report of Management Regulations of Postgraduate of Harbin University of Science and Technology is made up of several parts: the task background information, the research status, the source text, the task contents, the clients' requirements, preparations, the translation process, the post-translation review and the case study. The case study is the main part of this translation report. Under the guidance of Peter Newmark's text typology theory and Christiane Nord's text analysis theory, the Management Regulations of Postgraduate in Harbin University of Science and Technology is classified to a blend of informative text and vocative text, and the Intratextual and Extratextual Factors affecting text translation are concluded. Combining with the language features and translation principles of law and regulations, such translation strategies as literal translation and communicative translation are adopted and some specific translation techniques and skills such as amplification, inversion, transformation of active and passive voices, and division and combination are applied to solve the problem encountered during the translation practice. It is hoped that the translation practice can bring help for the English translation of the postgraduate management regulations in other universities, and translation practice of MTI students.
