With China’s opening up to the outside world, especially China’s entering WTO;the translation of Chinese laws and regulations is increasingly becoming more andmore important in foreign communications and trade activities. Currently, China’sproperty management is playing an increasingly important role in the social economy.As Property Management Regulations of Harbin is a specific local regulation. Thetranslation of Harbin’s property management regulations will do great contributionsto the introduction of overseas real estate investment and development. Thetranslation of these texts directly has a profound impact on the comprehension ofHarbin’s property management regulations of the foreign real estate developers andforeign residents understanding. Meanwhile, legal regulations have specificcharacteristics different from other texts in the lexicology, syntax and semantics.Therefore, it is a prerequisite condition of translation to make a good internationalpublicity of Harbin’s property management, to deliver normative legal regulations,accurately and to achieve functional equivalents between source text and target text.In this translation report, the Property Management Regulations of Harbin ischosen as a Chinese-English translation project. In the preparation phase, the authorcarefully studied the common words, phrases, and sentences of the propertymanagement in law dictionaries and collected some parallel texts of propertymanagement which could be referential for the revision and improvement of thetranslation. The translation of Property Management Regulations of Harbin attachesequal importance to the characteristics of legal translation and international publicity,so the semantic equivalence should be taken into consideration and the sameinformation in the source text can be fully delivered to the target text. Guided by theNord theory, the external factors in the translation process are analyzed, the stylisticfeatures of the source text are summarized, and some certain translation methods areconcluded. As a result, the target text will be more aligned with the target readers’language as much as possible. The author summarized some problems in translation by analyzing some typical cases in translation practice. For example: the translationof terminologies and idiomatic expressions of property management. The authoranalyzed the translation methodology of "shall” by presenting examples and pointedout the qualifications of the translator. The author hopes that the research can providetheoretical reference value and practical significance to the related texts in the future.
