Today economy and culture has become fully blended, as a fast-growing emerging industry, culture industry plays a more and more important and supporting role in national economy and social development. At present, the cultural industry has shown strong development momentum around the world, with the factors of production flowing freely and allocating optimized worldwide. A new kind of economic phenomenon, industry cluster economy arises at the historic moment, in the development of regional economy and industry accounts for a very important position. The characteristics of spatial gathering feature have drawn more and more attention from all occupation. It not only becomes a new trend in international culture industry research field, but also becomes the strategy of improving various countries'core competitiveness of culture industry.However cultural industry in our country is still in its infancy, there is no formation of a mature industry groups achieving economies of scale. Therefore, how to develop cultural industry cluster in our country has become the core issue to strengthen China's cultural industry competitiveness. Enhance theory research continuously and analyze how to master the general law of formation and development of culture industry will be beneficial for the vigorous development of cultural industry cluster in our country. Value chain has strong realistic meaning to study the development of cultural industry cluster. Understanding the value chain of cultural industry cluster can clarify the dynamic process of cluster's formation and development and intercept the important conditions and elements of value chain in cultural industry cluster. As analyzed from the essay, value chain of cultural industry cluster generates by five parts such as creative formation, development and production of cultural products, circulation, consumption and outgoing extension. The five parts contact each other, layer upon layer, promoting development of cultural industry cluster will be from all components of the analytical value chain of cultural industry cluster.Around the central issue of development of cultural industry cluster in this paper, based on value chain theory, discusses on the formation and development of cultural industry cluster. Based on a review of the research theory, this essay defines the concept of cultural industry and cultural industry cluster, and analyzes formation conditions and factors of cultural industry cluster and influence on the internal mechanism and external driving force of the development of the cultural industry cluster. As analyzed from the essay, value chain of cultural industry cluster generate by five parts such as creative formation, development and production of cultural products, circulation, consumption and outgoing extension. From the perspective of value chain according to the case of the specific cultural industry, this essay puts forward development path of longitudinal extension value chain, horizontal extension value chain, and expanding value chain, as last puts forward policy suggestions for development of cultural industry cluster. Based on analysis and contrast on the path, from cultural industry cluster system, financing system, talent cultivation, consumption and brand awareness, and fully tap the radiating and driving play cluster aspects, this paper puts forward policy suggestions for development of cultural industry cluster.
