There is an obviously cluster trend in Culture& creative industry which includes in the characteristics of production network, personal relationship network and Knowledge spillover effect. Involving in global value chain system, Creative&culture industry make a progress with with the development of economic globalization.Applying with the theory of global value chain and theory of industry cluster, the paper analyzes the inner relationship in culture & creative industries and tries to find the inner drive& way for industry upgrading under global value chain. In the meantime, the paper compares the experiences of culture&creative industries upgrading in USA, UK, Japan, Korea and Taiwan of China.
