Early 20 th century in Russia can be described as turbulent political situation.The radical social emotions eventually evolved into revolution.The 1905 Revolution gave the stubborn and conservative Tsarist government an alarm bell.The man of insight in senior Tsarist government officials were aware of the need for change,and promote to issue "October 17 Manifesto",and revised the new "Fundamental laws" with the establishment of legislative power of the State Duma.However,the radical first two session of the Duma was unable to maintain good relations with the government and doomed to be disbanded.After July 1906,with a keen sense of smell and the extraordinary political courage,as Chairman of Council of Ministers,Stolypin amended the electoral law and proposed a series of reform to reshape Russian society bill with consciousness.Stolypin hope that the reform can make the Russian radical social got a stability mood,and the government could get a constructive cooperation with the State Duma,so that Russian society could become the order of a civil society.However,the process of cooperation produced fissures,ultimately led to the political downfall of Stolypin.
