From the evolution of the global industrial structure optimization,the service economy replace the general trend of industrial-based economy has become an indisputable fact.Cultural industry is the focus contentof modern service industry.Most countries and regions of the world exploring an important breakthrough new path of economic growth,will become the core value of industrial new economic era.Successful practice in developed countries has proved that technological innovation is the most effective way to get the core development strength of cultural industries,and the development of cultural industries is the main driving factor for change.Further development of the cultural industry in Liaoning Province needs deep into the technical innovation elements,and give full play to the cultural industry innovation initiative,build strong cultural newborn formats,enhance the cultural industry innovation capability,and promote transformation and upgrading of traditional culture,which enhance the development of cultural industries in Liaoning level and promote the healthy development of the regional economy is significant.This paper describes the theory of technological innovation and development of cultural industries,analyze the important role of technological innovation in the cultural industry development and the evolution of cultural industry development stage characteristics,on this basis,based on the actual situation in Liaoning Province,Liaoning analysis Cultural Industry and Cultural Industry Development Status of technological innovation.The paper uses factor analysis method,introducing the cultural industry in Liaoning Province and technological innovation actual data,respectively technological innovation and cultural industries a comprehensive evaluation,and coordination function by coupling two cointegration analysis showed that the cultural industry scale factor,structural factors and cultural factors basically explain the level of market development of cultural industries,also found that the development of technological innovation and cultural industries remained good coordination state,but in the short term technological innovation to promotethe development of cultural industries,the long-term technological innovation and cultural industries to each other promote common influence,further evidence of the role of technology innovation to promote development of cultural industries.Combining technological innovation theory,industrial cycle theory and industrial agglomeration theory,The paper analyzed the dynamic mechanism which is technological innovation promoting the development of cultural industry,the actual data on the Liaoning Provincial Cultural Industry Development Stage empirical measure analysis by building mathematical models and references,the results show Liaoning Province in the growth of cultural industries mature stage of development,the urgent need to promote the further development of cultural industries through technological innovation.Based on theoretical analysis and empirical analysis,The paper proposed path of technological innovation to promote the development of cultural industries and safeguards in Liaoning Province.
