A Study On The Modern System Construction Of Heping District Public Culture Service In Tianjin

After the reform and opening up, with the development of economic society and the improvement of national standard of living, people's cultural consumption demand continued to expand. Under the influence of market economy, the pattern of China's cultural supply market has changed in recent years. The sixteenth party congress' s report divided China's cultural field specifically into cultural undertakings and cultural industries, namely the public cultural service system and the operational cultural industry. In the third plenary session of the eighteenth party central committee, specific requirements was also made for the construction of the modern public cultural service system while the requirement for reforms was fully deployed at the same time. The term “modern” was added to propose new requirements and new ways of thinking to help various regions to construct public cultural service system in next phase. In January 2015, the central office of the central committee printed and distributed <The Opinion on the Speeding up of the Construction of the Modern Public Cultural Service System>, in which all the requirements concerning cultural construction regulated in the third plenary session of the eighteenth party central committee were future specified.As the core area of Tianjin Municipality, Heping District has made many achievements and accumulated some experience in public cultural service system over the years. After years of continuous striving, in November 2013, Heping District won the title of “The First Batch of Demonstration Area in China's Public Cultural Service System” awarded by the Ministry of Culture. Till then, Heping District's public cultural service system has begun to take shape. This article will further summarize the development trend and effective measures while Heping District constructs its modern public cultural service system, which has certain theoretical and practical significance. To achieve this, this article will make research and analysis while it takes the construction of public cultural service system in Heping district as an entry point, makes comparison with the new requirements proposed by the central government on constructing a modern public cultural service system, combines with the work situation for Heping District constructing its public culture service system, uses Beijing, Zhejiang and other advanced regions' experience and work methods as reference, aims at Tianjin Municipality core area as a specific case and uses comprehensively implements the nation's governance system and governance capacity as a background.This article is divided into five Chapters. The fourth chapter introduces how Beijing and Zhejiang construct their own modern public cultural service system successfully, summing up their experience and coming up with enlightenment. The fifth chapter aiming at the practical situation of Heping District, putting forward the countermeasures and suggestions on the construction of modern public cultural service system in a relatively scientific and reasonable way.
