Study On The Construction Of Public Cultural Service System In Jiangning District Of Nanjing City

The report of the 19th National Congress of the CPC emphasizes that we should improve the public cultural service system,enrich the cultural life of the masses and constantly meet the people’s new expectations for a better life.Speeding up the construction of public cultural service system is the concrete embodiment of carrying out the spirit of the 19th National Congress of the Party and practicing the people-centered development idea.However,in the context of the continuous development of the level of economic and social and the acceleration of urbanization,the imbalance of public cultural services between different regions and between urban and rural areas have become increasingly prominent,and the people’s demands for public cultural services have become increasingly high.We must make great efforts to solve the contradictions and difficulties in the construction of the system.Based on the investigation and study of the current situation of the construction of Jiangning’s public cultural service system,this paper points out that the government of Jiangning District attaches great importance to the construction of public cultural service system.Especially in recent years,The Jiangning government attaches great importance to playing the leading role in the system,and continuously intensifies its work in organizing and leading,investing funds,training talents,etc.so as to build a three-level network of public cultural service facilities——"vice city-street-village(community)",has established four kinds of cultural product supply system,namely:government-led,social participation,mass spontaneity and scientific and technological support.It has created four kinds of cultural service brands,namely:mass culture,art for all,reading service and traditional culture.Public cultural service has a lot of bright spots in Jiangning.However,there are also some problems in the public cultural service system in this area,which are mainly manifested in the following aspects:lagging construction of key cultural facilities;unbalanced layout of facilities and low utilization rate;the security of financial support;the construction of talent team still needs to be strengthened;outdated service mode,insufficient product charm;small scale development of cultural industry,unreasonable structure and so on.Through in-depth analysis of the problems existing in the construction of public cultural service system in Jiangning,on the basis of learning relevant theories and drawing lessons from relevant experience at home and abroad,this paper puts forward some suggestions in four aspects for the future construction of Jiangning’s public cultural service system,such as:changing service concept,speeding up the transformation of government functions;strengthening factor guarantee,building a harmonious and stable development environment;speeding up transformation and upgrading,to provide high-quality and balanced facility products;Guiding social participation and enriching the subject of service supply.
