In the new century,China's rural feature has undergone tremendous changes.In 2005,according to the requirements of production development,affluent life,rural civilization,clean and tidy village,and democratic management,the Fifth Plenary Sessions of 16 th Central Committee of the Communist Party made solid progress in new socialism countryside construction.The essence of building a new socialist countryside lies in the comprehensive and coordinated development of economy,politics and culture in rural areas.In recent years,the three agricultural policy has effectively promoted the development of agriculture,and the new rural construction has made great progress.However,there are still many problems in the development of the new countryside,among which the cultural construction of the new countryside is one of them.Cultural construction is a short board of the new rural construction.The construction of rural public culture belongs to the construction of socialist spiritual civilization with Chinese characteristics,which has a big significance on promoting the construction of new countryside and realizing the strategy of socialist culture.At present,the academic circles have paid much attention to the study of regional culture and rural culture,which is also a sign of the deepening of cultural studies.The research on the construction of rural public cultural service system should adhere to the scientific direction of socialism,and should be related to theories including new public management theory,public service theory,basic public service equalization theory and culture governance theory.China's rural areas are facing the situation of vast expanse of land and huge population,and there are differences between different regions in the development model.The construction and impacts of rural public cultural service system are different in different regions.Therefor,in the study of the construction of rural public cultural service system,we should,not only from the macro point of view,but also from the micro level analysis,grasp the construction and constraints in the practice of grassroots,so as to provide targeted countermeasures to solve the problem and improve the system.This paper is based on the macro analysis of the new rural public cultural service system construction,to study and summarize the cultural construction practice of Dakuai town,and to explore the fundamental problems of rural culture and the typical significance of the culturalconstruction of Dakuai town.Dakuai town is located in Xinxiang,Henan province,and has great cultural and artistic characteristics.In the construction of public cultural service system,on the premise of government leading,with the active participation of villagers,Dakuai town gives full play to the advantages of enterprises in the cultural construction of resources.So that township enterprises and non-governmental organizations become strength for public cultural service system to rely on.After the establishment of Dakuai town's comprehensive culture station in 2010,the supporting facilities of cultural courtyard and peasant bookstore have also been improved.What's more,The rich cultural life of the villagers is also a bright spot in the cultural construction of the town.In the construction of the innovation of culture and publicity,Dakuai's government started WeChat subscription "beautiful new Dakuai",which was not only to meet the current new media environment,but also provided a new carrier for the construction and dissemination of Dakuai.However,there are still many difficulties in the process of the construction of public cultural service system,such as inadequate supply of public cultural service,institutional barriers in public cultural service system,the lack of funds and experts,and so on.Based on the difficulties and performance in investigation of Dakuai,this paper analyzes and puts forward some suggestions on the construction of rural public cultural service system.Such as optimizing the supply content and mode of government culture,improving the investment mechanism of rural public cultural service,to set up the multi-participation mechanism of rural folk power,and developing the rural cultural industry.
