The Rural Public Culture Construction Research

In the process of new rural construction,great changes have taken place in the China,such as economy,culture,infrastructure construction,and so on.The living standards of farmers,infrastructure construction and the living environment in the rural areas have improved a lot.With the propulsion of the new rural construction,lots of problems become more obvious in the construction of public cultural services of rural areas.The construction of public cultural services provide better public cultural products and public cultural for the farmers,make the broad masses of peasants sharing the developmental achievement of cultural,economical development.It is also a decisive factor in the process of the construction of public cultural services building a new socialist countryside and promote the development of rural socialism.The sustainable development of culture and economy plays an important role in implementing the scientific concept of development,building a harmonious socialist society.This paper explores the current situation of the construction of public cultural services in the rural areas,stresses the important of the construction of public cultural services.It also uses lots of scientific ways,such as literature research,questionnaire,on-the-spot investigation method,comparison analysis method,absorbs the theory of absorption of a new socialist countryside and the city and countryside integration theory of equal basic public services,as well as the construction of rural public cultural service theory,the extensive collection of Henan province Xinyang the Shihegang Town of it is five villages.This paper takes the construction of public cultural services as an example analyses the primitive characteristics from several aspects,such as geographical,economical and cultural development,etc.The paper also analyses the current situation of the construction of rural public cultural service,summarizes the existing problems such as shortage of funds,lack of talent,unbalanced development,etc.and further explores the causes of this problems remote geographical position frequent,natural disasters,big population base,the lower level of uneven distribution of resources,insufficient government's concern,imperfect infrastructure,poor education and cultural level and farmers' laggard lifestyles and so on.This paper puts forward some effective countermeasures to solve the problems that arose in the process of in five villages of Shihegang Town of Henan province.First to improve the governmental and ruling ability,change ideological concept and working mechanism.Second,lead more funds into the rural construction of public cultural services such as perfecting the government-led rural public cultural funds input mechanism,award certain rewards to the social organizations and organizations at the grass-roots level forces invested by rural public cultural services the Shihegang Town.Increase the supply of public cultural services according to the cultural characteristics of the Shihegang Town such as the implementation of the funds to carry out public welfare cultural activities,creation of rural folk characteristics demonstration brand,strive for universal free sharing culture activities,and the improvement of the level of all kinds of public cultural services.Third,attaches great importance to the cultivation of talents,to create a fair,reasonable and equal opportunity to retain talent and improve the quantity of talent supply.Fourth,attaches great importance to the main body status of farmers to promote and the farmer to participate together.Finally,establish and improve a series of laws and regulations related to construction of public cultural services.At the same time,some constructive suggestions are give to improve the construction of rural public culture of these villages in Shihegang Town.This paper also aims to provide intellectual support for the rural public cultural service development,targeted to improve farmers' subject status and its own economic,cultural knowledge level and from various aspects,to pave the way for the new rural construction to implement to develop socialist culture with Chinese characteristics and to strengthen the cultural development soft strength of our country.
