The Research On The RenZong Government Deals With The Upheavals In The Northern Song Dynasty

In the middle period of the Northern Song Dynasty, social upheaval occurs frequently.To stop the frequent social upheavals, the emperor called RenZong takes a series of measures to deal with them, like prevention, pacification, rehabilitation and so on. Whether we take from the aspect of historical reality or that of current research, the government has achieved good effect. Most upheaval doesn't evolve into national events as they are calmed down in the bud or put down in short time. After these effective measures, the Northern Song Dynasty's rule lasts for more than another sixty years.Since the founding of Song Dynasty, it formulates and adopts many corresponding systems and measures of defense to deal with the factors which may lead to upheavals, such as the regulations of the responsibility that the state officials keep peace and catch stealing,the development of the inspection system, recruiting in poor harvest years and so on. On the basis of these institutions, the RenZong government makes development and improvement according to the actual situation of these upheavals. When social upheavals occur, the government not only uses force, but also adopts other ways like using the harness, recruiting officers and men to suppress the revolt, or encouraging exposures. The government will reward the officials who put down the rebellions and eliminate the upheaval quickly for the purpose of avoiding a wider expansion. After putting these social upheavals down, the government will focus on appeasing the victims in the rebel area, reducing taxes, resuming production, and stabling public sentiment.The RenZong government deals with the upheaval in three dimensions, which is before the upheaval, in the upheaval and after the upheaval respectively. The division of the three dimensions above is not only the development of the system of management on the basis of previous dynasties, but also affects the later dynasties' direction of dealing with the upheaval like this. Thus, RenZong government is a significant period which is a connecting linking between the preceding and the following. However, the government only pays attention to take temporary action without taking radical measures, which makes it impossible to play the role of eradicating the corruptions and disadvantages in this dynasty.
