With the development of physical department ,our country has built a largest system of higher education in nationwide and entered the stage of higher education popularization. Education structures and educating model are still difficult to reach the needs of economic converting, industrial upgrading and scientific innovating. The contradictions of education structure and homogeneous development, which became obstacle of education modernizing,still exist at present. Local Universities have a duty of educating high quality students to supply human resource for developing our economy. Thus, music education, the reflection of quality education, has become more important because of its main responsibility of training music teachers and music researchers for satisfying the needs of schools and artificial educations. Thus,it is necessary and urgent to optimize musical theory courses in this situation.This research is carried up base on the musical course system in the local university.The author is using the way of combining research and observation to frame this thesis and completes it under with a wide academic field of vision. This thesis will comprehensively introduce the musical theory course through musical education system in local university and analyze the related musical problems base on musical courses and theory of educating. At first,this thesis briefly introduces the current performance of musical courses in Hunan University of Humanities,Science and Technology through the target of education, structure of courses, content of courses, implement of courses,assessment of courses and conception of courses and then analyzes the necessary of reframing musical courses from multi-directions and deduce how important the restructure is for converting local university to a technical-based university. The third chapter is the key part of this thesis as the author will state the current musical education circumstance as mentioned and propose the approaching of restructuring courses to complete the mission of educating high quality students. At the last, the thesis will indicate the way of achieving the goal according the mentioned theory and hopefully this thesis will bring the tension from the researcher and analyses of education to contribute their intelligence on improving our education. The achievement of this research can bring an extreme promotion of educating high quality students, efficiently running universities and motivating the development of economy in local regions.
