In Qing dynasty,plenty of various charitable organizations were established in Zhejiang Province,which formed a relatively well-developed system of charitable organizations,including both official and folk charitable organizations,and this urged Chinese traditional philanthropy to flourish.In this paper,based on the possession of a large number of historical data,we sort out both official and folk charitable organizations in Qing dynasty in Zhejiang Province,systemic study their establishing situation,real operating situation.and operational fund,and explore their characteristics and reasons,in order to grasp the development venation of charitable organizations in Zhejiang Province in Qing dynasty,and provide enlightenment for modern charity,at the same time,we historically study the interactive relationship of government and folk in the field of charity.During the early stage of Qing dynasty in Zhejiang Province,under the leading of the government,officers inherited and developed the former dynasty’s official charity,widely established official charity which represented by Yangjiyuan and Yuyingtang.During the mid and late Qing dynasty,because of the national power’s declining,the fiscal sleepiness,the impact of wars,and the poor management,official charitable organizations gradually declined.While all kinds of folk charitable organizations had a sustained development,and because of the economic development,the poor increasing,the gentleman’s push,and the government’s support during the mid and late Qing dynasty,they developped rapidly,which effectively made up for the inadequacy of official charity,thus accomplished the shift of the charitable organizations’ host right from government to folk,and the development of Pujitang in Zhejiang Province just embodies this shift.Although charitable organizations’ host right shifted from government to the folk,the folk charitable organizations’ development cannot do without government’s advocacy and support,and the official charitable organizations cannot leave the participation of folk society and sponsorship,government and folk society can cover the shortage and help each other,they have a well interactive relationship in the field of charity,and we call it "charity is between government and folk".
