The People's Commune is an organizational system that has had a crucial impact on contemporary China.The study of the People's Communes in the pastoral areas of Inner Mongolia is of great significance to the contemporary history of Inner Mongolia.The production and management of the People's Communes in the pastoral areas and the inheritance of the organizational system have practical referential value for the development of animal husbandry in Inner Mongolia.By combing the historical events before and after the establishment of the People's Communes from the perspective of contemporary history,this study made an interdisciplinary analysis of the People's Communes in the pastoral areas with the national guidanceand active local participation,combined with the introduction of economics,economic history,sociology and other disciplines' analytical tools.It is found that the democratic reforms in Inner Mongolia has created a favorable social environment for the development of animal husbandry.The cooperation of animal husbandry production has further refined the division of labor on the basis of combining traditional Surege system,and exerted the labor cooperative advantage for the restoration and development of animal husbandry.After the establishment of the ZhuHe People's Commune,combined with the "Three Guarantees and One Prize" policy,the system of labor responsibility has been implemented and labor encouragement mechanism has been set up through the subcontract management of livestock and labor.Through the reservation of "livestock rewards" and "privately-owned livestock" machenism with semi-collective economic nature and the cobmination of "supply distribution" with socialist quality,the stable developement of animal husbandry and scocial economic progress has been guaranteed.
