Early Modern England experienced the transformation from agricultural to industrial.During this period,the political,economic and cultural in England have undergone tremendous changes.Many rural people were pushed to city because of saturation of rural labor market,or integrate into it initiatively for yearning for city life.London,as the political,economic,and cultural center of England,had a unique advantage over other cities.So it attracted large numbers of immigrants.Firstly,the immigrants had accelerated the process of urbanization in London.Secondly,urbanization brought huge consumption and promoted the economic development of England as a whole.It is worth noting that London was still in the pre-industrial stage.The economic backwardness had prevented it from being prepared for the influx of the vast rural people.Thus various social problems emerged,such as increasing poverty,deterioration of living conditions and social disorder.Facing to various emergencies,the government of London took different of methods to solve these problems,such as improving the access standard to control the population,amending the laws to help immigrants integrate into London,and standardizing the building to reduce fire and pestilence.These methods had eased the social problems of London to a certain extent.However,because of various subjective and objective conditions,these methods did not solve fully the social problems.
