The Study On The Social Governance Though And Practice Of Yu Cheng-long

Yu Cheng-long,from Yongning in the western Shanxi province,was vernment official during the reign of Shunzhi and Kangxi of Qing an honesty government official during the reign of Shunzhi and Kangxi of Qing dynasty.He had more than twenty years of achievement throughout the eight provinces and took up the post of the county magistrate of Guangxi Luocheng in 1661.Later,Yu successively held the posts of the department magistrate,Tongzhi,the provincial judge and so on.And the highest official position was the Liang Jiang governor.Chenglong was known for his integrity and ability and was rewarded with poem of Kangxi.Afterward,Qianlong wrote an inscription for Yu and took him as the incorruptible example,which were recorded in the draft of Qing history.Mastering the history of science,he was keen on the practice and made great achievements on the politics,economics,education,culture and so on.In addition,taking it his mission to promote the beneficial and abolish the harmful,he made a great contribution on the local economic development and political stability.They showed up in social governance practices as valuing education and talents,taking agriculture as the primary task,reducing taxes,helping the poor,rectifying the official,severing punishment of corruptions,removing maladministration,reforming old regulation and so on,which intensively reflected his connotation of social governance on the scientific talents,people-oriented and diligent concepts in administration,the viewpoint of clean-fingered politics and outstanding ability of governing,also embodied his political aspiration and ideological level of “first worry about all over the world,after all over the world to enjoy”.Yu witnessed the many historical events in early days of the Qing dynasty.Under the influence of different regional custom,economy and culture,he always made allowance for the people.So he won a high reputation.Until today,it is worth studying that his social governance concept and his spirit if his diligence.On the basis of Qing Yu Chenglong's Political Book,Collection of Yu Chenglong and the Literature and History Set of Yu Chenglong,the author had a research on social management thought and practice of Yu Chenglong by using methods of documentary analysis,history and theory,synthesis.The author also elaborates the formation,main contents and the important content of the practice on Yu Chenglong's social management thoughts from different angles by using sociology,ethnology and other subjects,which constructs its theoretical system furtherly and analyses objectively its historical influence and practical significance.In conclusion,Yu Chenglong's concept and achievement cultivated his moral character,reassured the public and ran the government.The concept and achievement also should be comprehended thoroughly and analysed objectively,which might not only have a new insight for many historical events,but also look into the official circles and social morals.So,the study on Yu Chenglong's social management thought has higher academic value.
