Study On The Interactive Relationship Between President,Cabinet And Congress In The Early Period Of The Republic Of China

In 1912 when the Qing government was perished,the Republic of China as well as the triangular relationships among president,the cabinet and the congress was established.Law makers in the early Republic of China designed the system by following the Europe and America.They firstly carried on the presidential system where the president held real power.As the turn of the events,responsible cabinet system was established after the formulation of the provisional constitution of the Republic of China.In this system,the president was in the virtual position and the cabinet had real power,while Congress had a resolution function.Therefore,three powers checked each other,and triangular interactive system design was established.Because of the problems of system design and the continuation of traditional politics in China,the interaction was half controlled by system and half by people.Such interaction reflects the political ecology in the process of social transformation in the early period of the Republic of China.When the performer can run in accordance with the system design,the interaction is normal and the three perform their duties,cooperate with each other and resolve the crisis within the scope of the system.When the executor does not run according to the design of the system,the abnormal state of the interaction will be produced.That is,when one side operate in violation of the system design,or one side do not act the function of checking,or even there appears the soldiers intervention in politics,then the political situation in the early Republic of China moves forward between the normal and abnormal state of the president,the cabinet and the congress.Just as the saying goes: “Oranges change with their environment.” Although the democratic representative system has been successful in Europe and the United States,it didn't achieve the expected success after it was transplanted to China.There was a conflict between the traditional and the new political world.Because of the problems existing in the system design,the influence of the soldiers on politics and the lacking the people foundation,the interaction relationship often was abnormal,which causes the people to change their previous expectation to the disappointment for the democratic representative system.Finally,the representative system came to an end.Although there was no success,modern democratic legal system had been initially established in such interaction.As the deep spreading of democratic republic concept coupled with the early political Republican,the normalization of these for later government trained a lot of talented individuals for later government and made the people not completely lose confidence for democracy.In the early period of the Republic of China,the government has made certain diplomatic achievements,which couldn't be ignored and was worth learning and thinking.We should also realize that,in the choice of political system,we should base on our own national conditions,learn from other countries on the basis of their national conditions to create a political model with Chinese characteristics and Chinese style.
