Authority conflicts between the President and Congress turned white-hot with both branches facing difficulties not only in domestic policies but in foreign affairs in 1970s. The Serious Constitutional Crisis was coming because of discordances between the executive branch and the legislative branch .By reforming within itself, Congress use Constitutional balance principles to deal with the getting powerful President. Although the control seemed to have an impact on the President in a short period of the certain time, the President's authority didn't shrink. These indicate that the importance of American politics in 1970's as well as that the operating complexity of American democratic principles. The thesis analyzes the definite conflicts between the President and Congress, and illustrates the operating process of American democracy. Moreover, it concludes the characteristics of authority conflicts of this period, points out sorts of decisive reasons of branch conflicts and provides a prospective of conflicts between the President and Congress.The thesis follows tracks of materialist conception of history and combines research methods of history and political science. The discussion mainly focuses on domestic policy legislation of American federal government in 1970's.The thesis includes three parts: the preface, the text and the conclusion.The preface mainly introduces the current research situation of academic circles on the conflicts between American President and Congress at home and abroad and illustrates the academic aim of the paper. The key viewpoint of the author is presented as well.Text is divided into four parts: the Constitutional roots of conflicts; the shrink of party divergence influence; the rise of influence of interest groups and the political technology of the President in conflicts with Congress.The conclusion provides perspectives of conflicts between the President and Congress. It is obviously inevitable that conflicts between the President and Congress will continue and turn heater and heater with the further dispersion of social interests in the United States.
