The Research On The County Magistrate Of Jinchaji Anti-japanese Base-area During The War Of Resistance Against Japan

Jinchaji anti-Japanese base-area is the first base which Chinese Communist Party created behind enemy lines during the War of Resistance Against Japan.Furthermore,it was praised by the Central Committee of the Communist Party of China(CPC)and Chairman Mao as “ the model of the anti-Japanese base-areas behind enemy lines and the area of the united front which is regarded as a model”.As an important link between the preceding and the following in the system of regime of Jinchaji anti-Japanese base-area,the county regime undoubtedly plays an important role in the construction of the regime of the base area and the development and improvement of the democratic system.As the executive head of the county regime of the base area,the magistrate shall faithfully execute the resolutions,decisions and instructions of the government of the base area,and also shall lead and carry out the administrative works of the whole county.What's more,the Jinchaji anti-Japanese base-area is located in the forefront of the war of resistance against Japan in the North China,faced with the military friction which will happen at any time and social problems that have been accumulated for a long time.The complexity of its works and the arduousness of tasks almost surpassed those of any period in Chinese history.On the basis of absorbing the previous research results,this paper collects and arranges a large number of relevant data about the county magistrate of Jinchaji anti-Japanese base-area in order to summarize the historical experience and lessons combining with historical reality under the premise of clarifying the historical story.The article is divided into four parts:The research background,research status and research significance of this thesis are briefly introduced in the first part,and the emphasis,difficulty,innovation of this research are proposed based the further conclusion and analysis of related research results.The foundation of the regime of anti-Japanese county in Jinchaji anti-Japanese base-area and the appearance of county magistrate is discussed in a detailed way.The establishment of the Anti Japanese democratic regime in the base area was perfected according to the continuous development of organizational form of county regime.With the consolidation and development of the anti-Japanese democratic regime,the way of selecting county magistrate developed from nomination to democratic election.There are big differences in the composition,origin,source and cultural level of the county magistrate because the background and social structure of the magistrate are more complicated in Jinchaji anti-Japanese base-area during the War of Resistance Against Japan.It is reflected in the different work styles and the different effects of the work of the county magistrate.Government affairs of the magistrate of anti-Japanese democratic county in Jinchaji anti-Japanese base-area are discussed,and the complicated and difficult works of democratic county magistrate are reflected from five aspects of administration,economy,culture and education,social mobilization and civil administration.The important duties and missions of the county magistrate in wartime are emphasized and the style,and spirit of the county magistrate in the revolutionary era are revealed.The problems and enlightenment of county magistrates' works in Jinchaji anti-Japanese base-area during the War of Resistance Against Japan are proposed.County magistrates in Jinchaji anti-Japanese base-area made great contributions to the victory of the war of resistance against Japan,but the problems and shortcomings in the work of the county magistrate should be examined,and the instructive experience and lessons should be drawn out.
