Research On County Culture Governance

Based on the elaboration of the frame for interpretation--county cultural governance of multi-level logic,this paper takes X County as the starting point to explain the reality and foundation of county cultural governance and through the thorough investigation and observation it discovers that: X County is organized by the organization and management system,the rules and regulations system,the financial security system and the object of governance in the county culture management.It takes the traditional culture and public cultural services as the basis.Its cultural governance has made some success in carrying forward the traditional culture,strengthening national identity,meeting the cultural needs of the masses to achieve social good governance,promoting the comprehensive development of county cultural undertakings as well as highlighting the legitimacy of the government.However,due to the lagging institutional design in the governance and subject vacancy,the county cultural governance still has various problems.Therefore,in order to come up with a pluralistic and cultural basis for the county ' s cultural management,it is necessary to promote the benign development of the county's cultural governance in three aspects: the protection of the top-level system,the presence of the grass-roots government and the promotion of the social organization.This is of great importance to the current wide-ranging county reform,both in theory and in practice.Therefore,in the various factors of county governance,cultural governance function is also a factor that cannot be ignored.Cultural elements participate in county governance,and it is an important aspect of innovative ways of county governance.
