A Study On The Governance Of County-level Public Cultural Services

In recent years,with the continuous development of economic in China,people's basic material needs have been satisfied,so their demands of public cultural services are becoming more and more diverse.Under the traditional cultural management system,the government,as the sole public cultural management provider,can hardly meet such needs of Chinese people,nor can the government fully adapt to the changes of the public cultural environment.Building a diversified public cultural service system has become the inevitable choice for the development of public cultural undertakings in China.Suburbs,the rural and urban combined communities,offer a solid platform for building public cultural service in China.In order to continuously improve the construction of public cultural service system in our country,it is the tendency to extend public cultural to the grassroots level,by focusing on public cultural service problems existing in suburbs.It is also the most effective way to maintain an equal development between downtowns and suburbs.The thesis analyzes the situation of public cultural service development in the suburbs and the situation of public cultural services since the Sixth Plenary Session of the 17 th.The discussion includes public cultural service facilities,public cultural products and service categories,as well as the participation of public cultural governance and other aspects of the current situations.It brings about problematic areas in public cultural service governance which are mispositions of public cultural services,mismatches between supply levels and diverse needs,and the insufficient public cultural development funds etc.The analysis are based on the governance concept,management mechanism,appeal expression,participation channels and other causes of problems.By learning from the experience of "multi-center governance theory" and public cultural governance cases of the United States and France,the thesis provides an optimization idea for the governance of public culture in Fangshan Suburb.The thesis believes that in Fangshan Suburb,during the development of public cultural services process,the use of single-center governance is unable to meet the requirements of national public cultural service development system.Something should be built with government leading,with the social organizations and business entities equally developing,to achieve the optimal allocation of cultural resources.The thesis aims to provide theoretical guidance and practical reference for the construction of public cultural service system in other similar areas of China.
