Study On The Current Situation And Improvement Countermeasures Of Rural Public Cultural Service Supply

The report of the 19th National Congress of the Communist Party of China pointed out that the issue of solving the"three rural issues"must always be the top priority of the whole party’s work and the implementation of the rural revitalization strategy.Rural revitalization,rural civilization is the guarantee.To realize the folklore civilization,we must not neglect the peasants’needs for public cultural life,and must attach great importance to the construction of rural public culture.The current situation in rural areas reminds us of the urgency of rural public cultural construction.The shortage of public cultural products and the imbalance of supply are prominent.Even in some backward rural areas,vulgar and vulgar works and entertainment content are popular.The phenomenon is worrying.Enriching the spiritual and cultural life of the rural masses,improving the cultural literacy of the peasants and the degree of social civilization in the rural areas,the key is to start from the supply side,carry forward the fine traditions with healthy and excellent works,lead the social customs,and cultivate moral people.Under the traditional cultural management system,the government as a single public cultural management and supply subject,it is difficult to fully meet the public cultural needs of the people,and can not fully adapt to the changes in the public cultural environment of our country.Breaking away the traditional management concept,and turning to the governance theory as the guide,actively carny out supply-side structural reforms,and create a multi-level,multi-subject,two-way interactive public cultural service pattern,which has become an inevitable choice for the development of rural public cultural undertakingsGovernance theory emphasizes that government should not monopolize all public affairs.Various public and private organizations,such as enterprises,mass organizations,non-profit organizations,etc,as long as they can get public recognition.can exercise public power and handle public affairs on behalf of the public.Due to the current social reality,emerging participants have not yet matured.As the manager of public affairs,the government still has to assume the leading responsibility,create a policy environment conducive to the growth of other subjects and equal participation in cultural governance.And then form a multi-agent co-construction and sharing cultural management system led by government.This paper takes a typical agricultural township in the north of Shandong Province——Qiaozhuang Town,Boxing County as an example.Research and analyze the relevant situation of rural public cultural service supply in China,including cultural capital investment,overview of basic cultural facilities,progress of cultural project,etc.Sort out the problems in the supply of rural public cultural services,such as insufficient supply,supply and demand contradiction,low capital investment,poor facility operation and so on.Then analyze the causes of problems from the aspects of supply concept,farmers’demand expression mechanism,fiscal system,government function and supply structure.By combining"Governance theory,and other new public management theories and practical experience,it provides countermeasures for the provision of public cultural services in rural areas represented by Qiaozhuang Town.
