As an important component of the military regime, the army has existed for a long time. The soldier would retired for the age, health and other factors , because the army is very organizational and disciplinary, so the veteran need to reintegrate into the daily life. From the perspective of veterans, they need to face the changes in the living environment and the differences in personal experience; from the perspective of the national level, they need to create and complete the system to guide the veterans orderly return their home; from the perspective of local society, how to implement the relevant system and how to reasonable treat the veterans are both need to consider. There is an interaction between the veterans, the state and the local society, although in the actual histoy, this interaction is very complex, but its common aspiration is to ensure the veterans could live normal and respected. In the 1950s,on the one hand, the possibility of breaking a large-scale war at home and abroad was not largely, on the other hand, a large standing army would create a heavy burden on economic development, so a large-scale disarmament was imperative. In order to ensure the progress of the disarmament during this period, the Chinese Communist regime formulated some systems, such as the demobilization plan of the various military units, and the subsidy rules of the modes of transport to the train and the ship. Local governments have also adjusted the existing system or developed a new system to respond the new situation. Overall, although there are some problems in the implementation process, the system ensures the demobilization of veteran in the 1950s to proceed smoothly. The veteran are generally return their home, so they distributed scattered. Although a village only has a few veterans, because of its particularity, so their daily behavior will be interpreted overly. On the one hand, the Chinese Communist regime intends to strengthen the revolutionary spirit of the veteran to ensure the smooth progress of the demobilization work, and then strengthen the grassroots people's identity to the new regime; on the other hand, the veterans are striking in the grassroots society, so the grassroots people's attitude and manner to treat the veterans are different from the ordinary people. In daily life, the adultery, crime, rebellion, suicide, unemployment and many other issues of the veterans all make challenges to the local government and grassroots society. In general, the planned resettlement of the veteran in the 1950s was fruitful, the systems ensure the veteran return home ordered and give the veteran a stable life. The problems that arising from the early and after the reorganization of the system are unavoidable, and it also reflects the theme of social change, political power organization, and the legitimacy of the regime in the 1950s. The government, the grassroots people and the veteran all need to set their own position in the resettlement work and adjust the relationship between them.
