Evaluation On The Operation Of Scientific Research Bases In The Field Of Cultural Relics

From 2004 to 2014,in order to strengthen the work of science and technology of cultural relics,the State Administration of Cultural Heritage,through opening up cooperation and organizing mechanism innovation,trained and selected 22 key scientific research bases of the State Administration of Cultural Heritage.Evaluating the operation of scientific research bases is an important means of supervision and management.With the guidance of system theory and method,this paper builds the system structure model of operation evaluation of scientific research bases.Model elements include:target of evaluation,evaluation index,evaluation method,evaluation process,application of evaluation results and system environment.The system environment includes:subsystem environment(Development of cultural relics technology and construction environment of bases)and large system environment(National Science and technology policy and the construction and evaluation of scientific research institutions at home and abroad).The operation evaluation on the key scientific research bases of the State Administration of Cultural Heritage is designed by the system model,and through practical operation of operation evaluation work,this paper preliminarily tests effectiveness,rationality and operability of the model and operation evaluation design work.The system structure model of operation evaluation of scientific research bases has laid a foundation of theory and method for further evaluation work,and has certain reference significance for other similar and close evaluation work.
