Study On The Construction Of Shanghai Community Cultural Center From The Perspective Of New Public Service Theory

With the development of economy, industrial restructuring and increased floating population, the cultural needs level of residents has been rising. Shanghai is at the forefront of community culture construction. Sponsored by the government, the goal of Shanghai community cultural centers is to meet people’s basic cultural needs and enrich people’s cultural life.This paper focuses on the typical study of community cultural center in Shanghai by literature review and field survey. It mainly describes the main process of community cultural centers construction in Shanghai and analyzes the influencing factors. Also, it summaries the management system of community cultural center in Shanghai and analyzes its significance.This thesis consists of four parts:Chapter one, this part mainly describes the research background, research questions, methods, and theoretical perspective.Chapter two, this part analyzes the influence factors through the study of community cultural centers’construction process in Shanghai.Chapter three, through carding the policies, study on management model, financial support systems and regulatory evaluation system, this part summaries Shanghai community cultural centers’management system.Chapter four, this part introduces the problems and solutions of Shanghai community culture centers’construction and discusses the experience.The main findings of this study are the following:Firstly, the process of community cultural centers’ construction in Shanghai is divided into three stages: embryonic stage, centralized construction stage and the stage of specialization. The main factors influencing its construction process are the level of economic development, Shanghai overall planning of the city’s cultural construction, as well as transformation of government functions and reform of the cultural system. Secondly, the Shanghai community cultural centers with great success shall thanks to the support of standardized policy, the financial support system, the system of cultural resources distribution and the multi-dimensional assessment of the regulatory system.
